Employer advertising job position with higher hourly rate than current existing staff

I don't know about the care sector, but advertising jobs at a higher rate of pay than current employees receive is far from unusual. An employer may be struggling to recruit for any number of reasons, so offering a higher rate of pay may be the only way to attract people.

So my question was is this common practice because to me it doesn't make any sense, why would you not bring all care staff up to the advertised hourly rate
that seams a low rate of pay your on for a caring role, especially if you are senior staff.
I pay my PAs (carers) £12 per hour during day and £14 for wake night.
If they are new to care, I start them at £10, train them for 12 weeks then raise them up to the £12.I not would take on someone new to care for wake night, not safe for me to do so.I glad I find this forum :A:T0
