Student finance -debt collector

Son did a year at uni in Birmingham and hated it. Gave up. 2 years later went back to uni in Bristol and loved it. 
We applied to Bristol and I ticked he was a returner and used his number. 
Then had 3 years of constant letters from sfe giving paying in random thousands then demanding back etc. Despite me filing forms and uploading tax return each year. 
We finally submitted formal complaint and had it reassessed ( I had to reapply on original year’s paperwork and provide all tax return etc etc) They apologised and we agreed £3k over payment on a monthly interest free amount. 
6 months after End of uni yr 4 they stop collecting money we start getting letters we now owe £8.5 k. No reasons. No record of assessment etc etc. They repeat they’ll look into it and follow up our complaint etc. 
We are now getting debt collecting agency demanding the money and sfe and student loans know nothing and do nothing. At wits end. 
Any advice?
