Cloned number plate advice

Hi all,
My father has recieved 6 PCNs in the past 2 weeks, 4 from TFL for driving in the ULEZ and 2 from different London boroughs for traffic violations. My father is in his 70s and hasn't driven into London for a least 10 years and 2 of the PCNs are time stamped at 3am and 4am in the morning.
It's pretty obvious that his registration has been cloned and put on another vehicle and is being driven around by a chancer.
He's been in contact with the police 3 times now and has a crime reference number. Since he has use of another vehicle, Ive got him to SORN the vehicle for a month to avoid any dvla fines and hope that this vehicle triggers an ANPR somewhere and the driver gets stopped. The police have also been advised that it's now SORNed so they have said they will flag the vehicle to be stopped.
What is the best way to appeal the PCNs? He has a crime reference now so id assume an appeal letter with the reference no. will be all thats needed to cancel the fines? Also he wanted to appeal by letter, would he be better off appealing online?

He must appeal to every one online, attaching the evidence of the Police Incident number and stating it is a cloned car and neither he nor any driver of that car has visited London for x years.
He must also alert the DVLA to his vulnerability and the situation and STOP them from releasing his DVLA data for any incident in London. Show them the Police Incident number and point out any little differences seen in the images of the cloned car. Model? Stickers in the window? Style of numberplate?

Thank you for the advice. We have taken a photo of his plate and scanned the photos in the PCNs as there are a number of differences. I'll attach them to his email to the dvla along with his reference number.
Im hoping now that he has temporarily sorned the vehicle the car will get stopped and it will put an end to this all.

Then appeal all of them, one by one, showing the same evidence and vehicle differences and state that the DVLA and Police are both aware that this is a cloned plate.
If he gets any further letters from any Authority do not ignore them, thinking he has dealt with it. There is a bailiff danger if people ignore LA penalty appeal stages and sometimes it needs more than one stage of representations to stop them.
