This will be a matter for your insurer if you are covered for such an event. You chose to save money with a non-refundable accommodation and this is the result.
The advice given by the CMA (which the government refused to test in court) was just advice for businesses, which with no legal backing was never going to be mandatory.
Booking make their policies clear regarding non-refundable bookings on their website prior to purchase and in any event are a Dutch company so would not be subject to UK government advice.💙💛 💔0
