UKPC parking notice

Hi, can anyone advise on a UKPC parking notice? I received this in the post as they contacted DVLA for registered keeper details. I parked in a retail park & used two shops on site for christmas shopping, I still have the receipts from both shops, in the second shop we waited ages to be served as so many people in there. I was not aware there was a 2 hour limit in this car park (never used to be)! Since receiving this notice I have checked & there are signs saying 2 hour limit, but very difficult to read as they are so high up. Do I need to pay this?

You do not need to pay unless a judge tells you to.
Please read the sticky Announcement for NEWBIES at the top of this forum that will answer most if not all of the questions, including ones you haven't even thought of yet.
Plan A is always to complain to the landowner and retail park management company/CEO and the manager and/or CEOs of all shops visited.
Do not reveal the driver's identity. The Driver parked. The Keeper got the invoice. As far as the law is concerned they are two different people.
If a cancellation is not forthcoming then appeal to the PPC using the template in blue text you will find in the aforementioned NEWBIES. Send it unaltered, from The Keeper. Make sure you do not tick any boxes that give away the driver's identity.
Get photos of the site and signage in case you need to make a second stage appeal to PoPLA if/when the PPC rejects your initial appeal. I suggest you do this on foot, in the same light conditions as the original event.

UKPC signs are in general rubbish.
But in the newbies thread you will see PLAN A
This means you take your receipts to the stores with the parking ticket, tell them what happened and ask them to cancel. Probably a 80-90% success rate in doing this.
That is the very first thing you do as a customer

Thank you so much for your replies, i will try with the shops first, anyone in particular i need to speak to? This happened at Quedgeley retail park, car park 1 in Gloucester. This was December 11th, I was there the weekend before (4th December) and was there for much longer than 2 hours, so assume this changed during that week.0

Complain to the landowner or retail park manger wherever possible. For the shops, always start with the manager, not customer services. Escalate to the CEO if necessary. Take a copy of the PCN with you, never the original.
If you are a regular or have a loyalty card, then quote that. Remember, The Keeper is the one who does the complaining. Something like, "The Driver parked, I am the Vehicle Keeper and I was an occupant, and I am shocked to have received a parking charge for spending money in your shop. Please get it cancelled as I can't afford to shop here again if it comes with a £100 charge from a company previously caught doctoring time stamps on its photo' evidence."
