Uber eats missing refund

I’m hoping someone has some tips on how I can deal with this
on 4th December I placed an order via Uber eats (valued at just over £40) which never arrived. I had contact with the driver who kept saying she was cancelling
i contacted Uber support and in the meantime also raised a case with PayPal as I didn’t hear back from Uber for several hours
paypal issued my refund so case closed, or so I thought
a week later I see that uber has somehow managed to take a second payment for the same amount from my bank (first paypal transaction is there, along with paypal refund, then a second payment direct from my account a week later)
I contacted them immediately, and after denying taking a second payment several times despite sending screenshots showing it, they admitted that because paypal had refunded me they had taken it again so that they could then refund me, and that I should receive it within 10 working days
Two weeks later and of course no sign of the refund, contacted them again to be told that they were looking into the issue and would I have it as account credit instead, I said no thank you as I don’t want to use them again after this experience, eventually they tell me that their refund “failed” and I have to have it as account credit or nothing. No responses since
I can’t find any other way to contact them other than through their app chat system either
