Private Parking Fine - Westway Cross Retail Park, UB6 0UW
Hi folks,
I recently went for Christmas Shopping at Westway Cross Retail Park, UB6 0UW. 5 days later a Parking Charge from UKPC came through the post demanding £100 for 18min overstayed through ANPR camera. The permitted parking duration was 4 hours displayed in almost unidentified font. It was a Friday evening and the car park was in complete standstill with all vehicles were honking and stuck in the queue waiting to get out of car park. Naturally it didn’t strike my mind to take a few snapshots of the situation however I did on the following day upon receiving the parking charge. The car park was again completely chaos with site security directing the traffic.
I planned to appeal the parking charge to UKPC and the landowner (Royal London Asset Management) although I’m certainly they will reject my appeal straight away. I’ll be grateful if one could suggest alternative to strike off the parking charge. Many thanks

Plan A is always a landowner/retail manager/CEO complaint.
Plan B is an appeal using the template in blue text you will find in the sticky Announcement for NEWBIES.

Are you sure there is a council connection here @D_P_Dance? Seems that the landowners are Royal London Asset Managers, a pension investment company.D_P_Dance said:ANPR is not allowed in Council car paris, read this and complain to your MP.

Hi folks,
As expected, UKPC responded with following suggestions:
1) Pay the parking charge at reduced rate ie £60 with, or
2) Make an appeal to the independent adjudicator POPLA. However should POPLA reject the appeal, the parking charge will increase to £100.
What do you guys think I should do? I'll appreciate if one would suggest alternate solutions. Many Thanks0 -
They are trying to mislead you with their option 2.
Even if a PoPLA appeal fails, that is still no reason to pay UKPC anything.
A PoPLA appeal decision is not binding on the motorist.

Not sure what's not clear about the POPLA section of the NEWBIES thread? It already says what to do.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
