Damage to fence (rental property at back)

During the storms (early December) our fence came down between ourselves and the property at the back of our house

The property at the back is a rental and the owners have been away for some time. We contacted the Estate agent who manages the property for the owners to tell them we were getting the fence repaired as our dog was at risk of escaping.

Having got the repairs completed at £400 we then asked the estate agent if we could recover the cost of £200 as it is a shared border. He has tried to contact the owners but they have not returned his emails and calls.

How do I recover the £200 that is owning to me if the estate agent cannot contact the owners?
