London Borough Tower Hamlets - Residents Parking PCN

PCN experts!
I received not one, but two, PCNs from Tower
Hamlets back in August 2021. They were both within a single plastic yellow PCN
pocket, and initially I only saw the newest one. I immediately and informally
appealed the second one saying I didn’t know my permit had run out as I wasn’t
told, before seeing the first one the day after and informally appealing that
one saying it was a duplicate of the same contravention. I was/am a resident
permit holder and did not receive a text or email to say my permit was expiring
(like I received in January 2021). I thought I'd paid for a year’s permit, but
obviously only did six months.
I last drove the car around the early/middle of August, and then not again until on the 5th September.
Timeline:
- Permit expired 3rd August 2021
- First ticket issued on the 28th August 2021 at 12:35
- Second ticket issued on the 29th August 2021 at 11:05
- Spotted the tickets on the 4th September 2021
- Immediately renewed permit 4th September 2021
- Appealed second ticket on the 4th September 2021
- Appealed first ticket on the 5th September 2021
- Appeal declined for both on 5th November 2021
- Notice to Owner received on the 10th December 2021 for both (dated 8th December 2021 for both)
Questions/queries/background information
- Two PCNs were received within 24 hours – is this allowed?
- As part of a FOI request, LBTH admitted that due to an error, the permit expiry reminder email was switched off by mistake - *Link removed as I'm a new user and it's not allowed!*
- Their T&Cs say: “1.18 We will send an email or text message to let you know that your permit is due for renewal. However, it remains your sole responsibility to renew your permit through the online portal even if you do not receive a reminder” – How can both be true and fair T&Cs? *Link removed as I'm a new user and it's not allowed!*
I now have two NTOs, and have to respond by the 5th January 2022.
Any help and advice gratefully received.

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering and post a new thread; here's your link:Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
