Okay, thank you and the 'debt' won't show on our credit score (I know it's not a CCJ but some overdue bills do show up on credit score from what I've heard so not sure if this does too)?0

You'd have to defend a court claim of course. However, DCBLegal claims are all huff & puff and they often discontinue.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you @keith and @Coupon-mad. I've been trying to look for the landowner, again, to raise a complaint, just in case that could still work but I'm really not having much luck.
I don't see a company name on the signs (from Google view since I can't go back physically) and I've called a hotel and restaurant next door, they both know the people who look after the car park on behalf of the owner (apparently the owner himself doesn't have much involvement but the other people come out to the car park every so often, unsure if they're part of Parking Eye or a 3rd party) but due to GDPR won't give out any info or any way of finding out this info (which is fair enough, I wouldn't want my info to be passed on)...
The car park doesn't appear on the Land Registry either (8 Colne Road, CO15 1PX).
I was wondering if anyone had any ideas on where else I could look?

From GSV it looks to me like the Royal Hotel has been done up over the last decade or so - to become the American Diner as part of the Royal Hotel - and they used the same pot of paint to smarten up the car park.
My guess is the car park is owned by whoever owns the Royal Hotel.
That view is reinforced by the car park signs on the front of the Royal Hotel.
This March 2022 newspaper article gives us the name Jason Smedley as the hotel owner.
And this June 2021 Clacton Gazette article says...Jason Smedley, along with his wife, Georgie, runs the Royal Hotel, All That Jazz Beauty Bar and the My Big Fat Greek Taverna restaurant in Clacton.(The latter two of those three enterprises being inside the Royal Hotel building)
And it seems hardly surprising that the people you spoke to wouldn't give away their employer's details.2 -
Wow! Thank you for taking the time to do all of this research! I really appreciate it, honestly. It makes complete sense to me that it'd be one of the enterprises next to or opposite the car park who'd own it.

Hey @KeithP, Mrs Smedley replied that they are not the owners of the car park and the companies are not affiliated to it either so they can't help as it's out of their jurisdiction. Would you try contacting the businesses opposite the car park? There's another hotel and a couple of restaurants. Other than that I see blocks of flats.. Could it be the freeholder of one of those blocks of flats is also the owner of the car park?0
