Need a little help for County Court Claim

Hi all,

I received a claim from UKPC for a PCN dated in 2017. The attendant issued the PCN to my car on my designated parking bay where a permit was already on display clearly on the windscreen. I argued with him and called UKPC and they told me that I needed to appeal. I was annoyed and ignored the PCN and all subsequent letters and debt collection agency demands after the PCN. 
On Saturday (18th December) I received a Claim Form from County Court Business Centre which was issued on the 13th. Since then I searched all over the internet found this forum. I have read the Newbie Post and went through all of it as best as I could. But unfortunately I still have a few questions in mind and I was hoping you could help me and guide or correct me in this process.
So far this is what I have done:
  • I did the AoS on MCOL website.
  • I sent an SAR email to UKPC DPO
  • I also prepared my Defense Letter (with the help of the template) but I haven't sent it yet.  I don't have any idea for the "in the matter of costs, the defendant seeks:" is this necessary? how much should i put here?
  • Do I need to wait for a certain date to send the defence letter or should I send it immediately to the CCBCAQ@Justice.gov.uk 
What's next? Any help is much appreciated.
