PCN issued whilst I unloaded heavy goods in Goods Vehicle Loading bay

Recently parked my Mini estate in a Goods Loading bay to unload a delivery of products (goods) i've recently made as its outside the gift shop and there were no standard parking spaces available.

Dropped off the products and signed and dated delivery note (not shown as customers details) and quickly returned to the mini to find i'd received a ticket. I found the traffic warden and explained I was unloading but he said I had to appeal.

I have appealed explaining the nature of the products being heavy (concrete) and the delivery note, but received a letter (attached) saying I need an "appropriate vehicle".

The letter gives the adjudicators website to appeal but this has been unavailable for the past thee days (screen grab attached) I am running out of time to pay the reduced charge.

 My question is, do I have any hope of appealing this? E.g if I was a jeweller would I have to have a van/lorry to deliver rings?

 Any help much appreciated.

    Looks like a council ticket and you would be better off going to a site called Pepipoo who are the council experts.

    The council are talking nonsense. Unless signs clearly restrict the type of vehicle that may load there - something I have never seen - then the vehicle has nothing to do with it. What matters is the goods. It has to be something you couldn't reasonably carry from a parking space further away.

    As advised, pepipoo.com are the council parking ticket experts. You will need to register with a non-hotmail email address before reading the FAQs and posting your query with your redacted docs.
    Also get your own pics of the site and signage in readiness.

    Pepipoo will advise better, but 'goods vehicles' have a meaning that I seem to recall HAS bern defined in PATAS key cases, years ago.  You can't just use it for domestic loading into a car, I believe.

    The definition of a Goods Vehicle that is relevant to the sign is to be found in Schedule 1 of the Traffic Signs Regulations and General Directions 2016 here: The Traffic Signs Regulations and General Directions 2016 (legislation.gov.uk)

    Unfortunately this defines a Goods Vehicle as a vehicle that is contructed or has been adapted for the carriage of goods. The OP's Mini will not qualify unless the OP had adapted it to carry the heavy concrete goods, e.g. by welding heavy duty tie-down points in the boot. If the OP paid for the adaption to be made by a garage and put the cost of this through their business as an expense and has a receipt for this, so much the better.

    If I were the  OP I would pay the £35 and just tell myself that I had been caught out by a technicality.
