The fact their house was bought for £160k would indicate a fairly limited income, there is no way they could afford to service 50 grand of credit card debt.1 -

If this is a legitimate medical procedure with a good chance of a positive outcome, then the chances that nobody in UK can or will perform it, (and there being only a couple of people on earth who can) is very low. This raises a *lot* of a red flags. You have to ask *why* it's not available in the UK. If you can get the treatment done privately for £40k in Spain, then the cost to the NHS would likely be lower than that, and less than £40k for a life saving procedure is *way* lower than any cost threshold (there are drugs out there that cost more than that *per dose*). This means that the NHS either don't believe the procedure will work, or they believe the risk to the patient is too high, or they believe that the procedure is unnecessary. None of us here are qualified to comment on your case (and even if we were, we're not allowed to give medical advice on this forum). However we can say that despite it's flaws, the NHS doesn't just arbitrarily refuse to treat people - there *must* be a reason for their decision.
Also, consider who put you in touch with this surgeon? Where do they work? Is it a legitimate institution? Can you confirm they actually work here? If this is a new/experimental treatment, have they published any papers in a reputable peer reviewed medical journal on it?
On the finances side:
From your brief description of your finances, it sounds like £40k would be a crippling amount of debt for you to hold - to spend this money and not resolve you health issues would be an appalling outcome.
In terms of getting the money - even if you divorce your husband and sell the house, you'd only get (presumably) half the equity in the house, and you'd still need somewhere to live, so unless you have a massive amount of equity in your house, it probably wouldn't free up that much cash. You may be able to get a personal loan - depending on your exact financial circumstances, which we don't know - but it's extremely unlikely you'd be able to cover the whole amount that way. In short it's unlikely you'll be able to borrow a significant proportion of the money - which leaves help from family and friends, and fund raising.4
