You also used to be able deposit 20k cash per year into starling at a PO without charge for personal a/c customers, I see that's now a max of 5k.0

Unless you are a market trader or similar (and they usually take card payments nowadays), honestly, who deposits £1000+ per year in cash into their bank account in this day and age?

Most business bank accounts charge at least the same amount for any amount of cash deposit.
If you do have bin bags full of cash you want to launder, try Nat West. They don't (or at least didn't) care less.

My daughter gets paid in cash for her part time job, has a Starling account and would easily clear this limit. Shame really as otherwise the account is perfect for her.
