I'd look closely to see where the damp is getting in and if you can seal it.
I can vouch for a spray of wd40 on the frame meantime.
You can get cheap but normal sandpaper in poundland or local diy.
I was donated a roll of sandpaper by a decorator which seems to last forever. From a builders merchants.
