    Reporting to the police will have no impact. The police dont have the time to investigate. 

    What will be more effective is to find out whether the business is regulated by a regulator. Many businesses are. Then report the lack of compliance to the regulator. That will get them into a lot of trouble if they actually are flouting rules.

    I'd go with most businesses aren't.

    You'd be very surprised at exactly what we could get away with if we wanted to without regulation, including various things in what the public would assume are heavily regulated industries.

    Also, many regulators are unlikely to care as long as it doesn't affect public safety.
