 The reason I'm suggesting that she participate in her appeal is that the chance of success at paper hearings is much reduced.

 Far better that she gives compelling verbal evidence to the tribunal panel, and be placed in the LCWRA - than she opts out and the panel go with the DWP submission.
 The consequence of not giving her evidence and not clarifying issues for the panel may then be that she will need to go out to the jobcentre to attend work-focused interviews, or answer regular telephone calls from her work coach.  she did it as it was her only option and it caused her a lot of distress
 I’m hoping I can go with her to tribunal0

 At which the OP can sit in, and provide support.
 It may be sensible for the OP's sister to explain her restrictions / difficulties re a hearing on the SSCS1 form in the relevant box.
