Electoral roll advice for non permanent address

Seeking advice - we have just moved back into our house that is listed as a self-catering property with the council. We plan to live here for 6 to 8 months of the year and rent it out in summer while we live on a boat... we are keen to make sure that we have a clean credit score but the rates assessor has said we would need to de-register and re-register the property each time we leave/move back in. As new licensing laws for self-catering properties are about to be introduced we are wary of taking the house of the business list and this just seems like huge admin for suppliers (eg commercial water). Our bank accounts etc are registered to the property. There doesn't seem to be an easy solution so just wondering if anyone had any advice as to the best option.

Do you have a permanent mooring for the boat, if so you could register that address?
If not then I think the only option would be to register as someone with no fixed address. I believe there is a form you can fill in that can be found on the electoral roll site.
