Can I do a Debit-Card chargeback for a payment I made via PayPal??

    Agree with the last line above. If the company contest it.

    While a chargeback does go against PayPal & not the retailer. Over the last few years PP have stopped contesting these and just pass the debt to the retailer.
    So Op could well win if company does not contest. The other possibility is that given it's £600 they could still take legal proceedings to claim the money from the OP.

    If you do a chargeback against Paypal they are likely to send it the debt collectors. Your route is to try and persuade Paypal that you didn't receive the items. 

    Next time, don't use Paypal. You really leave yourself at the mercy of Paypal's 'buyer protection' which to be fair can be good but if they rule against you then you have very little recourse.

    What I meant was if the OP does (say) a £500 chargeback against Paypal, then their Paypal account will be £500 negative and Paypal will want their money!

    If the retailer has followed PayPal's rules (and all they'll need is proof of delivery) they'll be covered by seller protection and as cx6 says the OP's PayPal account will just be debited the amount of the chargeback and they'll ultimately end up getting chased by a DCA.

    That's not forgetting the reality that, as you have often said, proof of delivery will win a chargeback claim such as this anyway.
