ECP refusing SAR without V5C escalated to ICO

That's probably the most bizarre explanation I've read. You are after information relating to you, not the car!
That explanation also does not appear to touch upon the fact that you are unable to produce the V5C as you no longer have it.
Advising you that you can take legal is clearly pants as the cost of doing that will be a little excessive.
So I think the only way forward is, as you have done, is to follow the ombudsman route via your MP.

The OP hasn’t discussed any financial constraints nor eluded to why exactly he/she wishes to obtain such data from ECP. For all we know, they could be a jackpot lottery winner and money no object. Just because YOU feel a solicitor is an expensive legal route doesn’t mean the OP should discount it.GrumpyDil said:

Unbelievable that the ICO can act in this way - what a bunch of numpties!
Straight from the .gov website:Your rights
Under the Data Protection Act 2018, you have the right to find out what information the government and other organisations store about you. These include the right to:
- be informed about how your data is being used
- access personal data
- have incorrect data updated
- have data erased
- stop or restrict the processing of your data
- data portability (allowing you to get and reuse your data for different services)
- object to how your data is processed in certain circumstances
You also have rights when an organisation is using your personal data for:
- automated decision-making processes (without human involvement)
- profiling, for example to predict your behaviour or interests
Euro Car Parks have clearly written a letter to you (NTK) as the Registered Keeper so they have already proven that they hold your personal data - you have a right under the DPA to see that data. ECP are members of the BPA and their COP states that they must comply with the DPA.
I'd go back to the ICO once more, show them a copy of the NTK from ECP and state, ECP holds personal data about you and under the DPA you have a right to find out what data they old.1 -
Amazed that the ICO are so stupid, it's pretty obvious that the details ECP requested from the DVLA can pnly relate to a V5. Maybe the ICO think the DVLA have records that show the registered keeper as many V5 'S
ECP need to prove you are the correct person which you can with a redacted utility bill
If this was me, I would just provide a utility bill which is 100% proof who you are. If ECP rejects that, you have to go back to the ICO ..... A V5 is just one document of proof, others are probably more reliable1
