It looks like you have gaps where there is nothing to support boards if they go down, so they have only
boarded where it can be secure from the present joist arrangement. There would need to be additional support put in underneath first to go further.  It's hard to assess levels of the ceiling joists from the angles of those photos, but it doesn't look like they were perfectly level and we can't see what the original layout was as it's now boarded.

What's the arrangement for materials and time/cost of labour?

Sorry to say, looking at the photos, that is the most horrendous job he has done.  The material looks cheap and clearly the work is unfinished, substandard! It will cost you to get the job undone for it to be done properly.
Please look at the video (dated May 2020) - How to insulate your loft - as a guide to how you think the job was done in your home.  It also gives a guide price and hope it helps. https://www.homebuilding.co.uk/advice/how-to-insulate-a-loft

We don't have any information on what the OP paid for, specified or provided to say that.

If it's for simple storage - which is the only thing it can be on the original ceiling joists - then it does a job. Simple loft boards are there.

To me it acts as a jolly good reminder that the ceiling joists were never installed to be a floor, so it's a good idea not to take them for granted.

Ok, well yup, that's rubbish then. I was thinking you'd paid a bloke for a day or two just to board it.

Even £3,000 seems like a waste of money to me to only hold stuff most of us don't need.  😬

I think you can see the top of the lightweight steel cross-beams on some of the photos, so it is probably a proper raised floor system.  The wormanship is very poor though.  As has been said some of the boards seems to have unsupported edges.  There should not be any gaps where one board meets another.

Yes insulation foil for extra warmth.  It's a victorian house with high ceilings so thought it would be added way to keep heat in.
