If the property is genuinely tidy, you need to speak to your housing officer to escalate this, likely with photo evidence.

I've never known a property smell to the extent that workmen aren't willing to work in it and pets normally won't produce anything like this.

Have you contacted your local councillor about the failure to repair?  They should be able to help.
With Covid restrictions, I don't know if home visits by the Fire Service are still happening.  If they saw the problem, they may put pressure on the council to get it fixed.
In the meantime, have you got several smoke alarms to alert you if the worst happens?

Why are your cats and dogs smelling?  Are they toileting inside and you are not cleaning out daily?  Are dogs needing washed?  I once knew someone who had pack of husky dogs in house, my did they smell.

My pets are clean and washed, We will just have to buy some sprays and mop and open windows. Half of it my fault and working but with the smell they can cover there faces with face mask and such!

Are you sure it's the pets to blame for the smell? Could it be connected to the electrical problem?

If the problem is due to dog pee etc, cleaning with general items won't help.  You can google, but basically cleaning with a biological washing liquid (I use Ariel) diluted in a bucket of water and white vinegar (you can buy 5l through amazon quite cheaply) will get rid of the smell.  I have dogs so i do do this myself.  But if you are washing carpets, you are best using a shampooer as damp carpets also smell.  Once cleaned (it make take a few times going over the carpet, I tend to stop when the water its extracting looks clear), u will need to get the carpets as dry as you can using a shampooer, then dry with towels, and put the heating on to prevent a damp smell.

I have hard floors - much better with animals, far easier to keep clean (dogs tend to have muddy paws in this weather too).

Febreeze just won't do it. Opening the windows won't do it.  If its dog pee odours (or worse), as above is the only way.

If the repair people are having to walk through dog mess etc, to carry out repairs, they won't be too keen on doing this.  However, having said this, with my council, any electrical repairs are carried out same day or next day.  Its counted as an emergency repair.

Having said that, it might be worth unplugging everything (literally taking plugs out of the wall) and gradually plug things to see if there is something dodgy causing the trip I h switch to cut out.  Do you know which sockets are causing the trip problems?

Animals /your home really shouldn't be smelling so badly that people can't work inside. Nonetheless, can you confine them to a single room or, even better, a car and give the rest of the house a really deep clean and then keep the animals out of the way while the workmen are there? It all sounds very strange. I've seen workmen fix stuff in sewage stinking flooding, rotting homes ...
