Hmmm. To do what? Go where?
Also 'safe' is a subjective term. 'Safe' as in potential to do you harm or 'safe' as in potential for economic loss (cancellation of plans etc).

Assuming this is a serious question - I would personally look to see what the cancellation policy of any hotel or venue is , plus what my own travel insurance covered and then decide.
