Where is their client's proof that your wife didn't pay?

You should reply and point out that is missing and that if it was a keying error then NCP should have done a manual check and matched the payment to the registration.  Why did they fail to do so and where is the evidence of actual breach as alleged (not paying) which is denied.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Surely NCP will say they have no record of payment. This then puts the onus on the driver (not necessarily my wife) to prove that payment was made. They claim they have provided evidence that the vehicle was in the car park on that date at that time. I am maintaining that they have no evidence who the driver was. It was nearly two years ago and impossible to remember who was driving the vehicle on that day and at that time, so long ago.

They have to show evidence by way of partially-redacted machine logs, that no payment was made for that vehicle.  That's what you need to see.

Disclosing partial VRMs on the machine and app/contactless payment logs from that day is what you need from them, to show that there was no close-match (or your other family car) VRM on the payments list.
