HeatElectric Radiator not heating up

Hi, I've searched the internet with no luck (I think the company has gone bust).
The radiator turns on, but then goes straight to amber instead of red to heat up. From memory, I tried turning the system off & on six times at the mains, with no luck. Anyone else have this make & knows the solution? thanks!

Does it have a thermostat? If yes, is that turned to too low a setting?
Does it have overheat protection or protection from being turned upside down? Those may have activated and need resetting if that is possible..
I'm randomly guessing possible faults. If the fault isn't obvious and easily rectified, then it is probably cheaper to buy a new heater than to attempt to fix yours.A man walked into a car showroom.
