Have just been to Halfords and their steering wheel covers don’t have padding in them either, they are just a leather cover0

He could post the wheel special delivery which means next day. Even assuming they had it for a couple of days they could post it back SD also. (and it added about 10 times what it is worth to the price of the car) It should be possible to get a nicely padded cover sewn on, that will make the wheel a lot fatter and easier to grip.Otherwise, in The Olden Days steering wheel covers that you laced on yourself were quite popular, I remember fitting a sponge backed rubber one to the thin shiny rim of a mini, and having to wind a long lace tightly round the rim about 500 times to fit it. Someone must sell something similar, have a look at eBay.
Worth getting it done right. I've seen some attempts to sew on a new cover and they've been fairly terrible.0 -

Fitted it a few weeks ago and it has not moved so fits real tight.
Check you wheel size before if you are going for one and read what others have said prior to fitting as a few tricks & tips help.1 -

If the OP's arthritic hands are so painful when driving I'm wondering if they have already sought medical advice(?).
I'd suggest that the OP seek advice from an occupational therapist as it's the sort of problem they are best positioned to deal with.
I didn't realise before but private OT appears to be available if you google it, and the OP wouldn't have to wait for NHS.0 -

Arthritis pain can be severe even when trying to grip normally. My wife finds even holding a knife and fork painful at times.
The O/P is doing the right thing attempting to find something more comfortable to grip.
