Can I get travel insurance against FCDO advice?

I was just reading this article below on Forbes:

Got a trip booked to Cape Verde, and want to double check that I'd 100% be covered for "Covers travel against FCDO pandemic advice to countries in Europe" - assuming this specifically means if I decided to travel against FCDO advice, I would not be covered, but then "Covers cancellation due to change in FCDO pandemic advice to countries in Europe – Yes" means that I'd be able to claim on insurance (hotels, activities, flights etc) IF the FCDO changes its advice? 

Might seem like a funny question but genuinely having this debate right now.

I'd certainly interpret that in the same way, but, as always, the acid test is the actual policy wording from the supplier, rather than how it's summarised in a third party article, so check those details before buying.

Battleface is a company that readily comes to mind for your circumstances, but you will have to read the conditions as I have no experience with them (but a family member does with no claim and no complaints).
