One bank account frozen and I'm not always receiving money transferred into alternative bank

One of my bank accounts was frozen over a year ago after I requested a new card which never arrived. Now funds aren't always going into my other bank accounts when they are transferred via online system, including a tax rebate from HMRC. Any suggestions?

Are you saying that funds transfers are literally going missing or just being delayed by security checks, etc?
