Laptop has been 'delivered' but it never showed up

I was wondering whether someone could help me regarding a recent issue.
My little brother's laptop was sent back for repair, and we've never seen it again since. It was meant to be delivered by DPD on Tuesday but it never showed. We had a message to say that it would be delivered on Wednesday instead despite them never attempting delivery on the Tuesday (I was in all day waiting). We received an email to say it had been delivered with a photo that the delivery man had taken with the box on his seat in his van. The background of the photo you could see houses that match just down the road from us.
The email stated that it had been delivered and signed for by my brother but we never received it!
We have contacted DPD and the laptop company but they are not doing anything about it. They keep saying that it has been delivered.
We are stuck with what to do, as we don't seem to be getting anywhere. Does anyone have any advice or suggestions on what we could do?

Have you checked with the houses shown in the photo whether any of them have it?
Have you got a copy of the signature to compare to your brother’s usual one?All shall be well, and all shall be well, and all manner of things shall be well.

Evidence of the signature provided is definitely the first step. If you can show that this is not your brother's signature you may make progress. The item sat on the seat in the van is not evidence of delivery. Any packages delivered to our house are photographed either in the porch, or with the house number.

Over the last year because of COVID I've noticed that they don't get you to sign for parcels anymore. If they state it was signed for by the brother they must provide evidence of that. If they just mean it was signed for they should say that, not make up the bit about who signed for it.
