Local authority search results-can it be LOST?

I am selling my property to the first time buyer. Straightforward.
The conveyancing process started since the end of October.
Both me and my buyer are keeping communicating to each other and we keen to exchange the contract by the end of this December.
However, according to my buyer's solicitor's, "the next stage would not proceed unless buyer's solicitor receive the Local Authority Search, and raise the last enquiries about it."
Since it has been so long, I decided to write the council to ask a progress of search results.
Luckily, the council replied back directly today that
"The Local Authority Search was received on 11th November 2021 and this search was returned completed to the submitter on 19th November 2021 at 09:49am. The solicitor will need to contact the third party submitter that they instructed to carry out the search on their behalf."
I was very surprised! The council has actually sent back the search results for 2 weeks already!
-Why the buyer's solicitor claimed they have not received the local authority search result! Is it the lied? Could it be possible the buyer's solicitor try to drag things slower?
-Am I too pessimistic? Can the local authority search results just disappeared/ get lost?
-Is it possible that the buyer's solicitor used the third party company?
I understand that normally the third party company can do the local authority search faster than usual? Is there any reason the third party company want to hold the result and drag it longer?
Anyone has similar experiences ? or any idea would be very helpful?
Lastly, very important, can I as a seller use my solicitor (seller's solicitor) or third party company to order the local authority search from our side , then send the result to my buyer's solicitor..so that they have no more excuses not to receive it. Then, the conveyancing process can keeps going.

Are you sure that that's the only search that you're waiting on?It's not uncommon at all for conveyancers to use search providers, and they usually won't send anything back until they have all been received.1

Yes I am sure. The buyer’s solicitor has confirmed they have already received the environmental search, water and drainage search.He just suggested that he is waiting for local search only.0 -
Your buyers solicitor probably hasn't looked at the file/updated his client since the search was received.1
