Erm row no 1 = ball 1, 2=2 etc...59=59.  week is its own column which contains the owner of the ball for that week , then you have another sheet with the names of the owners/players in col 1 and then columns for each week and a value of paid/not paid.

Perhaps I am missing something.

Still really unclear what the OP wants.

Let's assume that each week everyone chooses a different bonus ball number, pays their £1 or whatever, and that the numbers are chosen fresh each week. If so I'd agree with @debitcardmayhem - the next level would be to use data validation to have the names in the 'paid' sheet form a dropdown list for selecting against the bonus ball number, and the stage after that would be to add conditional formatting so that if someone hasn't paid their name in the bonus ball sheet is filled in red.
