Neighbours roof came off and landed on van

So my neighbours roof has came off in this severe storm. We bought the house last year and have been renovating so partly staying their/working their. The insurance for our van was renewed recently and my partner forgot to look over the details - as previously it was kept in a garage but is now outside of the house. They won’t give him a hire car in the mean time due to this! Is there anything we can do? Technically he was working in the house however this happened at 2am. We still don’t have electric after 6 days now so it’s all just a mess. Our house was damaged too but we need the van so he can work or we will be out of pocket even more. His insurance said we could get a hire car for the time being and claim on the insurance of the homeowner who’s roof came off. Unsure if they’d pay out if we did this.

    If you have legal expenses cover on either the van insurance or your home insurance, give the legal help line a call and ask if you have claim on the homeowner whose roof came off. I'm not sure you do, as they were not negligent. It is your own insurance that should cover you for storm damage, wther this is due to something you own being blown around or something that someone else owns beign blown around - only if they had not secured item might they be found to be negligent. I expect their roof was reasonablly well fixed to the house (before the storm). 

    If the van insurers are going to cover the damage to the van, but not provide a hire car, this seems a reasonable compromise in that they thought they were insuring a van in a garage that would not  have been damaged by the roof coming off the neighbour's house - the garage would have been likely to protect the van.
