Parking fine from Civil Enforcement

Hi. Looking for some advice on the parking charge notice I have been sent as registered keeper of the vehicle.
I have disputed the charge using the template in the newbies thread and CE have dismissed it.
The photographs of the vehicle do not show that it is parked and the photo provided of the parking notice doesn't show wherr it is located. They have just said that similar ones are in positions across the site.
I don't believe the parking machine was operable on the day, as it often isn't (though I can't prove this) that the charge was made and there is no phone signal in the area in order to pay via phone or app, which seems unfair.
I attach the correspondence here though I think the images are in the incorrect order.
On the basis of what's here, should I make a POPLA appeal?

It is not a fine.
Of course you should appeal to PoPLA. You have nothing to lose. Use all the points that are relevant from the third post of the NEWBIES.
These would normally include: -
Not the landowner
No standing to issue charges in their won name
Inadequate signage
BPA CoP failures
Anything else relevant
Note that the car park operator says Starpark, not CEL, and there is no BPA roundel on the sign, which I think may be a BPA CoP breach.

Good points about the sign naming Starpark and not having a BPA Roundel. This is required under the BPA CoP and the OP must read the Code and cite it.

It is not a fine. It is an invoice for compensation for the alleged harm they suffered when you allegedly breached an alleged contract, You owe the nothing unless a judge says you do.
It is all explained in the newbies, which should be read by everyone. You should also read several other threads and complain to your MP
You never know how far you can go until you go too far.0
