Claiming refund for decayed food by Landlord due to freezer not working

4 days is reasonable to get a new item delivered - the landlord is only responsible if they're negligent.
If they had a brand spanking new appliance fitted and running in 4 days from complaint, I'd say that was very good (even better if it includes a weekend).
This will come down to your insurance, but it doesn't sound like you have any - so no, the landlord isn't responsible.0
