Gas meter reconnect

My gas meter was disconnected while I had a kitchen fitted. After the work on the kitchen was completed the gas man was informed, to have it refitted. An appointment was made to refit the meter the next day. However they failed to attend.
 I've since contacted them on several occasions but had no response.
How long can they leave me without a supply.
We are in the winter months we have electric heaters and are prepayment customers.
During the time that there has been no response I had to contact the energy supplier and ask them to transfere £30 of credit from my gas to the electric.
 It might be best if I include I was given and signed a form giving permission to remove the meter. I've still got physical possession of the meter, but its just not connected.

    any chance you have been able to smell gas at any point? - if you happened to smell gas and were to report this then I am sure an engineer would come round to check and may be able to kick start the process of getting it put back?

    PS - is it going back in the same place?
