Ticketline totally uncontactable

Just wondering if anyone has any ideas of how to actually contact Ticketline?
I purchased tickets to an event last year and had notification in September that the event has been re-scheduled to next year to a date i now cannot make. I have emailed them so many times without reply since September, their phone lines are closed with a message saying 'they are temporarily closed busy issuing refund' - i have been trying to call them since September. The even was schedule for the beginning of October.
I have contacted STAR the company they are governed by who did actually reply and say that ticketline do i have my refund request that was over a month ago i emailed them again for an update and had no reply its been 2 weeks now.
They owe my nearly £900. I have contacted by bank to try to do a charge back but they advised because the even is not cancelled they cannot help me as the event is re-scheduled they are offering a replacement to what i brought they cannot get the money back to me.
Any help or advice will be greatly appreciated thank you.

Letter Before Action, give them 30 days before commencing small claims court proceedings.0

Talk to your bank about a chargeback, see what they say. It might be out of the timeframe for one, but you can ask.0
