I agree that the wording is ambiguous, which is why I've asked the OP to clarify.

If the lock system is sufficiently fancy then only the barrel of the one flat and the front door would need changing - previously the front door could be opened by keys a,b,c,d... if key a is lost they need a new lock that can be opened by keys b,c,d...and x. No change to locks or keys for the other flats.

Discussed (at length) already - the locks are security ones and reputable key cutters won't copy them - indeed it may be the case that access to the blanks is restricted to very few (highly reputable) companies, so then it is simply impossible for the kiosk-type places to make copies in dubious circumstances.
The issue here isn't the replacement of a single key - it is that someone out there may now have unauthorised access to the building, and the building owner/management needs to prevent that.

Sounds entirely reasonable to me - the key itself may not be expensive, but as mentioned there's a lot of man-hours and call out fees etc in dealing with having the locks changed where needed.
£255 sounds entirely reasonable given what you've said - think of it as a 'daft tax' and encouragement not to do it again if it helps.

Don't some home contents insurance policies cover lost keys? Assuming you had such a policy I'm not sure if it would cover all the keys but might for the OP's key.1
