Lease company paid pcn and sent letter late that i cant now apeal the charge

Hello,
I have received a photocopy of a pcn from APCOA parking dated 25th October 2021 for "use of Private Car Park without a valid payment/permit"
I did have a ticket at the time (paid with my credit card) though do not still have a copy of the ticket due to the use of a hire car.
The hire company forwarded this along with a letter (dated 19/11/21) stating a charge of £36 (on top of the £50 charge previously) for admin fee.
They have paid the charge and forwarded their bank details for me to pay back.
The problem is I am now not able to appeal the previous charge through the website as the "28 days" has passed and because the website claims "This PCN/ECN has been paid. Thank you" and gives no other options.
I realise I can challenge the admin fee of the charge through the company (Vehicle replacement group limited) though how do I go about challenging the pcn?

Thank you.I have just spent the last 3 hours looking for a very similar thread and couldn't find it. They have not taken any money from me so I can't claim anything back. I will just email the hire company and see what they say0

As keeper they have the right to pay it , or name the hirer
The hire contract they had with you either allows them to pass on the charge to you , or not , so it depends on what the hire contract says in the small print
They should have followed the bvrla guidelines from about 2015 ? So if they are members then you can ask for the bvrla dispute system to give a ruling at arbitration
They denied the hirer the right to appeal , so can pay it , no problem , but can they charge you the Hirer ? That is the current dispute and subject to the contract between you , so check it
Try searching the forum using bvrla or similar , for similar hire vehicle discussions1 -

Search for BVRLA or Enterprise.
APCOA don't even use the POFA provisions for keeper liability, so the lease firm was NEVER liable and had no right to pay it.
Refuse to pay it, using the same arguments you will read on all the zillions of other similar threads.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
