Cavity Insulation in neighbours house causing damp in mine

Hello
I've recently discovered (via a survey) that poorly fitted Cavity insulation in my neighbour's property (semi-detached) has been causing dampness to my property because no cavity barrier was installed. Their home is council-owned, mine is privately owned.
Has anyone experienced a similar situation?
Can I claim repair expenses from the council? I've already had to have the wall replastered and now face another bill of £1000 to rectify the issue fully. My house was going to be rented out but that has had to be delayed because of this issue.
