I just want to make sure it'll be ok to say what the issue is without sending them any of our evidence.

My worry is that it seems to be a form of identity theft.

If your relative's name as used how did they have bank or credit card details in their name?

It doesn't say anything about what payment method was used on the invoice.  Who said anything about them having my relatives bank or credit card details?

The payment method would ascertain  if payment was made from a source with your relative's name.

You suggested someone opened an account in your relative's name and placed an order.making a payment.

The name on the payment source- bank /credit card/ paypal etc - is normally  checked against the account name so would have to agree.
