    Who is CIS? If it’s the council they’ve been as difficult and unhelpful as possible 
    He's the poster who replied to one of your posts. He used to work in the CT dept of a council and is now self employed advising CT payers who have disputes with councils

    So, 3 adults.

    Dad is the liable party.
    Daughter is the carer for dad.
    Partner is the carer for daughter.

    Unless dad qualifies as severely mentally impaired, then there's no apparent disregard for him.
    Daughter is carer for dad so may qualify for a carer's disregard.
    Partner is carer for daughter but, under the Schedule of the Council Tax (Additional Provisions for Discount Disregards) Regulations 1992, they cannot claim a carer disregard for looking after their own partner.

    In this case at present there are at least 2 people who aren't disregarded - Dad and Partner, so no council tax discount applies.

    If either Dad can qualify as severely mentally impaired or Partner can be a carer for Dad then a discount may be able to be applied - if Daughter also qualifies as a carer (there's no bar on their being multiple carers for one person).

    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    thats the clarification I needed
    Although dad had a stroke he is not seen by the DR as having SMI
    so many loopholes
    so basically despite our situation we do not qualify for council tax support. Crazy

    You may be able apply for CTR on the basis of low income rather than disability
