Stopped for 20 mins w/ migraine, appealed and no reply

Hi all and thanks for reading.
I stopped in a private car park for 19 minutes - I had such a bad migraine I couldn't drive.
I received a PCN for £100 from Civil Enforcement who had my car on camera.
I decided to appeal as I had whatsapp conversation evidence that I was very unwell on the day.
According to the parking fine website - "Your appeal has been received on 2021-10-07"
I have read about this 56 day rule - meaning 2/12/21.
However I have received a letter 18/11/21 by mail saying my debt is £140 (no prior warning of increase).
It says this will go up to £170 by (coincidentally) 2/12/21.
My questions are as follows
1 Am I likely to win the appeal for being unwell? Google brings up no similar examples
2 Will the 56 day rule kick in on 2/12/21?
3 Am I right in saying that the fine shouldn't be increasing as I am still appealing?

What is this fifty-six day rule you speak of?

The 56 day rule is for windscreen PCN , an NTD , nothing to do with anpr cameras ! No NTD was issued
Anpr has a 14 days rule If using POFA for keeper liability to get an NTK PCN to the keeper
Popla won't rule on mitigation or illness IMHO , so imho an admitted driver would !ose on that particular point , plus would lose on grace periods too. Parked is parked ! No attempt was made to rectify the situation after the driver recovered ! They did nothing !
Keeper and driver are 2 different entities , but are sometimes the same actual person

I think the OP may have read stuff about council PCNs by mistake?
If you had an appeal rejection letter you had a POPLA code. What date was on that letter?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
