civil enforcement ltd PCN help

Hi all,
what are your thoughts on this PCN from "civil enforcement ltd" out of all the PCN's I have received this seems the most loosely written with no photographic evidence or what the rules actually are etc which is throwing me off a bit after reading newbies section.
it would appear the driver of the vehicle at the time may have pulled up in the carpark without leaving vehicle then left.
issue date: 14 days from "incident date"
arrived in post: 5 days from "issue date", 19 days from "incident date"
total time in carpark: 9 minutes, 58 seconds.
hope this helps anyone else who have received similar from this company
