where do I go from here I have proof in my emails that I have offered to pay the £100 and emails of them refusing
do I tell the court in my defence that for 4 years I had no letter and when I did I asked for proof that they will not give me and that I also offered to pay the original fine like I would of done if they had written to me 4 years ago
No. You go back to the NEWBIES sticky, which tells you how to raise your defence, and the legal basis on which you will be challenging them. Have you done that SAR that was asked of you some time ago?

With a Claim Issue Date of 11th January, you have until Monday 31st January to file an Acknowledgment of Service but there is nothing to be gained by delaying it.
To file an AoS, follow the guidance in the Dropbox file linked from the second post in the NEWBIES thread.

Having filed an AoS in a timely manner, you have until 4pm on Monday 14th February 2022 to file your Defence.
That's four weeks away. Plenty of time to produce a Defence, but please don't leave it to the last minute.
To create a Defence, and then file a Defence by email, look again at the second post on the NEWBIES thread - immediately following where you found the Acknowledgment of Service instructions.
Don't miss the deadline for filing an Acknowledgment of Service, nor that for filing a Defence.

Do not try and file a Defence via the MoneyClaimOnline website. Once an Acknowledgment of Service has been filed, the MCOL website should be treated as 'read only'.

You will have much more idea once you read (not skim read) the Newbies thread second post.  If is fairly easy to use our resources and the template defence.

THE £60 TOTAL RUBBISH BY DCBL

All depends on which version of the code of practice they work on.

If it is the 2018 onwards code they say to add debt collection charges. Who dreams the rubbish up ?   can only be the infamous BPA and their little mates ZZPS and the owner is on the board of the BPA.
What a scam ??? thanks to the BPA

    https://parkmaven.com/news/gary-osner-zzps-interview

For 2017 tickets where the code of practice made no mention of debt charges, DCBL dreampt up a new word .... DAMAGES......   WOW what a way to mislead a judge and the joke is they use someone called YASMIN MIA to sign a statement of truth ????

Such rubbish is only fit for a complaint to the SRA
