Hi coupon-mad, i did indeed but I was still able to file my appeal to POPLA because £60 does bot equate to the £100 fine?0

But that doesn't make sense. ParkingEye should have told POPLA that you'd paid £60 while that sum was open to you and thus, the case was closed and they could and should have saved the POPLA fee and got POPLA to withdraw your appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

in a way it’s a God sent because PE sent the two payment instructions signage and a sample of the old street sign with Pay and Display which was replaced with an unreadable street sign.I will now send a complaint to BPA because POPLA did not deal with the double payment instructions and dismissing it as new evidence but acknowledging that we thought that it should have been a Pay and display payment not a Pay at anytime.0

Before covid walked the land, 9 million people received parking charges per year.
If every one of those people complained, it would average out at about 39 complaints per MP per day.
It's such a shame that only a relative handful of those 9 million people complained. MPs would not have been able to do any other work except sort out the unregulated parking companies. Everyone who receives a charge should complain to their MP. It's the only way anything will ever change.
Also, PPCs and PCNs are contract law, which is civil law and, AFAIK, wouldn't impact on your future application if the PPC didn't get to the stage of a court hearing and CCJ (which would not be given unless the following 3 events had all happened: a) you had been to court, b) lost the case and c) you had not paid what the judge ordered within 30 days).2 -
thank you Mothballswallet, I have now also filed a complained with POPLA for their part in disregarding the conflicting payment methods displayed on site which was presented to them and thanks to the template letters found on this site, also filed a complaint to BPA for the same reasons, plus for the unjustified disproportionate penalty amounting to a 1000 fold increment of the missed payment of 0.10p and the mitigating circumstances caused by Covid and cash availability.
Might as well go down fighting rather than just bend-over.3 -
Well ask many of you predicted, both Popla and BPA find the parking signage "acceptable". Of course their reply is well edited so that it sounds like they only refer to the "Signage Guidelines" which is pretty much the use of fonts and sizes... No comment about double payment instructions displayed.
I have now written to my MP and glued a 10p on my dashboard just to remind me to avoid a similar nightmare.1 -
