Setting up a new i pad (2021 model)

I have just ordered a new iPad.  My 4 year old one is smaller and not so speedy as it once was.  I have loved using the old one and plan to keep it as my husband uses this one.  My son removed/deleted my i cloud account as he said I needed learn to save my photos to my Macbook hard drive.  I was ok with this at the time but before setting up the new i pad I wonder whether I could possibly get a new i cloud account.  Would I need to use a different e mail address from the one I used originally? When I get the new iPad would you recommend doing a new set up rather than moving things over from the old one?  I would ideally like to keep the apps and stuff as they are even if it means installing new ones to the new iPad.  I don't want to migrate them all across to the new one and then have to set them up again on the old one as husband uses some more than others. I would hope to be able to run both i pads.

I'm not very technically savvy so easy peasy words will be great.

Go to settings - Apple ID - storage - iCloud plan 
You will have the option to add storage for a monthly fee. 

You may be able to contact apple support on their webpage . They may be able to reinstate your iCloud address that your son deleted .
