You could do that to accrue NCB, but at half the rate. It would take 10 years to get 5 years NCB.
If it sticks, force it.

Typically just the policyholder can bring NCD to the policy and accrues it. As you say some do a ND NCD too but make sure you understand the terms of it, unlike normal NCD it doesnt tend to be transferable to other insurers.
NCD can be used for up to 2 years after coming off a policy (or more accurately from the date of proof of NCD) and so if you both have NCD now then alternating each year both keeps them both alive but also enables both to accrue.0
