Random scrunched up paper (I think I used an old magazine or something), wrapped in a black bin bag and pushed just far enough up that you can't see it when looking at it from a normal angle. As it's black, you won't notice it when looking closer either. If it rustles a bit as wind blows across the top of the chimney, just fill the bag a bit more.1

A harness and an adjustable bungee cord should do the trick. Set to allow kitten to get within a foot of 'danger' and then fires it back to where it started.
