Old storage heaters, make do or replace?

Just bought a top floor flat. Got loads of old heatstore storage heaters. I'm guessing they might be from the 90's but it's hard to be sure. Question is, are these worth replacing with something newer. Electric radiators or something else. Gas central heating and a combi boiler would be the best but it would be pretty expensive and with the flat already an EPC C I doubt the benefit/cost factor stacks up all that well.

Thoughts?

    Does the flat have E7 electricity?  Probably better for the moment to have storage heaters than radiators that use the day rate.

    I think I'm OK, just recorded the model number and I found a digital copy of the manual and apparently it was printed in 2005, so no asbestos. How can I find out if it has E7 electricity? It's an old council house maisonette and based on the fittings and fixtures I presume it's from the late 50's or early 60's.

    Does your electricity meter have one or two readings? Check what your bill says.  You want cheap night electricity for night storage heaters.
