Ah, I'll take another look but I'm now thinking that I got a parking charge notice dressed up as a penalty! I'm a bit bemused about how they've been able to issue this to me, given that it's been sent in the post rather than issued on site.

It almost certainly is a 'parking' company trying to send an invoice pretending to be a penalty.
As I understand it, it'd come under a bylaw so if they took you to court the court would get the money and not the parking company, and that none of these cases have been to court because they don't want their business model to be exposed. It's just relying on threats.

Plus, if it ever did come to court the judge is unlikely to be too harsh on you for falling into a trap. You couldn't go through the barrier because you didn't have any money to get back out the other side and doing the only remaining option at the time which was to turn around and leave.

As long as there isn't footage of you letting out a passenger at the time then you should be fine.

It is easy to make a mistake when driving along unfamiliar roads. I once ended up in Mexico by accident.   :D

We were on a driving holiday in California in 1992 and we were heading south to southern San Diego. I somehow missed a turning and found myself in a three or four lane queue to cross the border. A 'U' turn was out of the question so I had to cross the border, paying a toll of about 5 dollars from memory, find somewhere to turn around and drive back into the USA. I can't remember if I had to pay another border toll.
I did the same going into Canada. But my VISA had passed the re-entry point so I had to reverse all the way back over the many lane bridge and on-ramp. I've no idea what the correct procedure is for someone who's either taken a wrong turning or doesn't have the required paperwork to cross the border.

I wouldn't be surprised if people do this now just to say they've been to Mexico and tick something off their "bucket list".

I once accidentally ended up in Poland instead of on a train to the airport in Berlin. They couldn't stop the train because it was an express so had to make up time in advance to be able to drop me at a tiny village station where the platform was too low for me to get off without jumping four feet. Drink was involved.
    Nice one.   :D

I once nearly got stranded at Munich Railway Station.

In about 1972 I was one of a group of University students on a field trip to Switzerland and we were travelling home by train. The train pulled into Munich Station and was not due to depart for about 30 minutes. Some of us got off the train to explore the station. As we were walking off the platform the train departed. We panicked as all our belongings and passports etc were on the train.

Fortunately the train was just moving platforms and we were directed by staff to another platform where we could get back on the train.

Drink was also involved in that escapade.
A man walked into a car showroom.
He said to the salesman, “My wife would like to talk to you about the Volkswagen Golf in the showroom window.”
Salesman said, “We haven't got a Volkswagen Golf in the showroom window.”
The man replied, “You have now mate".

@Jenni_D did ask who issued this parking charge notice.

He also suggested you get a board guide to move this thread to the Parking Tickets board where there are specialists waiting to help you.
